I think you'll have to look the behavior type, so it can recieve stacking buffs.
Then you have to check the requirements used by the ability so the science vessels can be ordered to focus their beam on a single target. I'd bet it has one called "isbeinghealed" or something like that.

Do you mean that your spell gives your caster a damage bonus to its weapon damage ? If that's the case, just ignore my first comment, I didn't get it right.
If you want in fact to increase weapon damage for a short time, you can't use damage effects. You'll have to need an "apply behjavior" effect and make it apply a custom "behavior" of type buff that increase weapon damage.
If you're kinda lost, just copy Stimpack Ability and change its speed bonus values to weapon damages bonus.
Then again if I'm wrong and you meant that you want a spell with various effects, don't forget to use a "set" effect that groups all the effects of the weapon when the cast hit the target. Marauder for instance, got a "set" effect that groups both damage and slow effects.

There's no way to check that, except if you store your abilites in a index variable. (1-50 being target ability and 50-100 can be instant ones)
That's just a random idea and maybe outdated but that's what I would have done in W3 editor.
Are your effects correctly linked together ? Check your damage effect links.
If your spells use launch missile effect, those must correctly link to damage effects.
