The trouble is... I wanted to make a custom Psi Storm for my Hydra Hero, and yet, duplicating it caused problems. When I made a new Psi Storm based off of it, it worked (create new object). I just wanted to remove the Templar Achives requirement.
However, I'm still not certain as to what to do. There are so MANY files. How do you edit energy cost? How do you edit damage? Radius? Etc.?
its not perfect, but if you want to cast a spell taht requires upgrades without upgrading it in requirements in the data editor you can go down to cast spell and delete the requirements, managed to get my queen casting seeker missiles ;)

To remove requirements, for any ability, you click on the unit affected, and the list of abilities, models, actors, etc. appears in the bottom left. Click on the ability you want unrestricted under "abilities" and data for the ability will pop up in the right side of the editor. one of the data elements is "Requirements" its near the top for me, modify that field so that you can delete the object "use blink" or "use psi storm", or whatever. There you go :)

I'll cover how to add an ability to a unit. It's very simple. In this we'll be adding the Mothership's Vortex ability to a marine.
Note: 3 of the pics were cut off. Click them to view all.
Select the unit you want to add an ability to. In this case, the marine. I highlighted the important parts.
Open up it's abilities value (1), and add the "Mothership - Vortex" ability. Click ok.
Then open up the Command card value (2), click the square to the right of stim, then add a new ability. Select the "Vortex" ability and press ok.
Set "command type" to "ability command" and "Ability" to "Mothership - Vortex". It should look like this. Press ok.
Now give the marine some energy (3) and you're done.

You should be able to copy an ability, change the values you want, then point your new guy at that ability. They should almost all be in that ability.

does anyone have nuke working yet? tried adding call down nuke to my marine but says no cooldown avaliable
