I made some nice terrain today, when I tried it out the water moving all over the place completely ruined the effect, can someone tell me how to make the water in-game look like the water in the Galaxy Editor?

Anyway, give us some more information. What do you mean with 'water moving all over the place'? D'you mean there was water everywhere? Are you talking about waves? Do you have triggers in place that raise or lower the water height? Are your game's video settings higher/lower than those of your editor?
As for flow rate... you don't really need it to be 0? Technically seen, if it had a flowrate of 0, it'd be ice, I think. Don't think any water on earth has absolutely no flow in it. 0.001, which is the minimum, should be good enough to make your water look like it's not moving.
By adjusting the settings of the water (Water data type) under the Texture menu adjust the roughness. You can even make it glass like by altering how still and reflective it is

Hit the V button for In-game view, and edit the water until you have your effect.
I would guess he's asking about flow rate (texture tab in water edit).

Edit water -> textures tab -> adjust flow rate.
I couldn't exactly find a way to reduce flow rate to 0.
