The ground unit could be given orders, such as build, entertain, impress, or battle.
Build would have him building whatever the town needs. If population is to high, it will build houses. If impressiveness is down, it will build decorations.
Entertain will have him wander the city and keep people's happiness up with various tricks.
Impress would have him go to other cities and impress them in various ways.
Battle would have him fight another 'creature' to kill it for a limited time.
The air unit would be under your direct control. Using it, you sould set down roads and mark where you want certain things build, at which point the citizens would begin to build them. You could also preform 'miracle' such as summoning extra wood or ore or food, healing your creature if it is hurt, ect.
Basically, you start off with a city center and build out from there. You can just place building anywhere, but people take longer getting around and you lose impressiveness. So instead you build roads and the buildings sort of snap to them, making people get around faster.
As poplation rises, you need more homes in your city. There is a city store which holds your resources (food, ore, lumber) and the people will use the resources to build things.
The wood is found around the map in the form of either spacious woods or dense forests. The Ore is found in mines. And the food is grown from fields, which are build, or fished from the ocean.
Lumber mills can process wood and help you get more of it, wonders allow you to preform massive spells that can do a veriety of map-changing effects, altars and temples are both very impressive, and your source of mana (used for godly miracles like rain and healing.) Houses come in a veriety of sized, bigger and more impressive ones costing more, while smaller and cheaper ones can decrease impressiveness if used too often. There is also a sort of 'in-between' house that is cost-effective with little impressiveness.
Impressiveness increases with population, buildings, and town decorations like fountains and wells.
For a map like this, I feel the 'god' and 'creature' could be cut out...
I'm thinking of something like a mobile vespian gas, where you have units that can move and fight and you have an option to have one go stationary and act as a turret. You can then have a worker come over and build a building on top of the unit.

I believe the only leaders unable to be imported are Tyrande, Vol'Jin, Genn, and Lor'Themar because they don't have their own models.

You should have Naga too, and maybe some Kobolds, Sporlings, and Gnolls.

You need to import the model into 3dsmax and fix a lot of stuff about it, then export it to SC2.
