about Power Up implementations, You mean like Runes and Stuff? I could make a sample map for you but it requires an Inventory instead of Pick Up like Mineral Shard. It usually requires a little workaround for the Effects to work thus Removing the Rune on Sight but thanks for the Reminder' I'm gonna experiment a little.
As the title says ' Is it possible data driven or do I need to create a Search Effect Apply to each Hero with a weird working Validator(I mean works if the Attacker is below 40% or the caster negates from periodic effect)
idk if this is Possible yet, Im running out of Necro due to Mod Patches. But is there a way to Morph an Effect to Instant Item to Another Item through with Its Icon Changed?

Ok so I created a new Unit' which I named Zacchaeus' which means purity.
Theres probably an Editor Limit which triggers the unshow up of the Description.
Pick Zacchaeus in-game and you'll know what I mean ^^

You can manual the Creation of the unit with its Actor/Unit/Model Fields set correctly. eg Lighting set to Haven

I tried Search Area effect with a Persistent then a Launch Missile with an Impact Effect. :)
