I can't log in to my Battle.net account, and I can't even use password retrieval services to see if my account was hacked. It claims there is no such account with my e-mail registered to it.
Who would I contact about information on this?

Figured it out. Called them and waited on the line for an hour before getting an answer. The account was hacked (yet I don't know how they did it, I use the best security tools, have no viruses, etc etc. That's why I didnt suspect foul play) and they changed my e-mail to a Gmail account in China. My WoW account is frozen because I stopped paying, so they used the Refer a Friend thing to refer a fake account, get my account open, and steal stuff.

Bear in mind, most hackers also get your email password (usually through the same means they get your wow account password.) Its completely viable that not only did they delete the confirmation email, but they're using your email to spam other players.
When you get hacked, you should change email, MSN and other IMs, etc to different passwords. If you have a cellphone, buy the 1$ authenticator, or get the free one on the iphone.
I've never been hacked b4 but it really must suck.. How does anybody get your password? Thats what I never understood. As long as your password isn't something retarded like "password" or the same thing as your account name, how does anybody get into it? Mind explaining what "refer a friend" is? Also, if you give blizzard a call, how can you prove its you who got hacked and not you trying to hack somebody else's account..?

Keyloggers(It captures whatever you input from the keyboard, and sends it to homebase), and special viruses designed to target the WoW.exe process. Very sneaky stuff. Had my account hacked twice.
Wow..but will blizzard recover the account for you? I mean, if I call blizz and say (FYI i will use you as an example, no offense) " Help! my account was hacked by Eternal Wraith! Go get it back!" how will blizz know its my account and not yours? You know what I mean?

They`ll ask for the answer of your secret question, Which is standard on almost everything these days. They`ll also request the original Cd-key number.

Check your registered emails spam folder. Also blizzard does not remove accounts.

Maybe they save info about your account, like recent password/email changes they can check to verify your claim.

My brother lost the original cd-key and didn't remember the secret question.
They asked for his id card by fax or email. He could recover his account.
Funny is some people use false names in theirs account, I hope they never lose the original cd-key :P
