I scrounge around for pictures that look like they would make good textures, use Photoshop to make them tileable. Then I make a copy, run the nvidia normal map filter on it, followed by Otixa's SC2 Normal Map Converter.
Then just import the texture/normal map and make a new Terrain Texture in the data editor. (Followed by a new Terrain Texture Set, or whatever they renamed it to in 1.5). Once I'm happy with how everything looks, I make a new mod and copy everything over to it.
Is there a tutorial or could someone help me...i want to replace the Mar Sara Tileset with this. i kinda don't know how never really imported custom stuff.
You need to check the sc2mod file as a custom dependency when creating the map, then it will appear in your tileset list. (It includes the Wings of Liberty core and campaign dependencies, so you don't need to check those.)
While not required, I'd recommend moving the file to your SC2 install directory/Mods/ folder first for the sake of quick navigation.
I had so much fun creating my desert tileset that I turned around and made another.

I really like it. Like the other one a nice new theme. Also, the dark yellow/grey fits well with the greenish water.
Now whats left is a map idea where this can be used :)
