I am having the exact same error if i try to publish anything.
I tried locked and unlocked settings and tried removing the game variants, neither did help.
I have had a lot of trouble publishing. I finally found a series of exact steps that, only if I follow, it publishes.
1 ) Load up map. (the process doesn't work unless you start fresh by restarting the editor)
2 ) Test the game
3 ) Quit the test (do not quit starcraft 2 yet)
4 ) Login to Battlenet
5 ) Quit Starcraft 2
6 ) Return to editor and open the publish menu
7 ) Login in the publish menu
8 ) Publish the game
Failure to follow any of these steps in their order either, for me, results in the uploader not even trying to publish, getting stuck at 55%, getting stuck at 99%, or failing somewhere in the 90% range. I hope these steps work for you.
I find this whole publishing thing annoying too and I had the same issue.
several things can cause them to intermittenly work or fail
in my case deleting the cache entirely from c:\ProgramData\BlizzardEntertainment/BattleNet
sometimes make it work.
Weird thing about game variant is. Even if you completely remove it. sometimes it still doesn't work.
plus I don't have any custom race. It's just that i'm using campaign's dependencies. I wonder if that causes trouble.
If anyone have a confirmed solution to this publishing thing let me know.
I find some problematic bug with the current editor is that not always things get completely deleted if you delete them in the editor. (game variants, trigger function ..)
This might be because the way editor handle currently editing map through a cache folder. Best way to fix these thing is to open up your map by mpq editor, delete stuff and re-archive it back. Or import all your map components to a new one.
Same thing for me, cant get this fixed.... I had this problem earlier and deleted my custom loading screen which had like 3-4MB and was a bit too big for the editor, however, after I deleted my picture it worked, but now, same map, but added a lot more stuff, like custom units(over 50), doodads, more regions and stuff I get stuck at 90% 99% 0% sometimes 14%; everytime with the same error GATEWAY_DOWN... I checked it, battle.net isnt down :)
While I get this error on my map, I can still upload another without any issues.
I checked my game variants, like 200 times, depends on what I changes, it gets stuck at another point (e.g 0% 14%, etc.).
So what's the problem? - One thing that I didn't checked out, yet, to export/import my stuff to another map, but how can I do this with units, terrain, doodads and the whole triggers, don't to forget my custom data? Anyways I would prefer a solution that's not so "stupid".

I don't have any custom races, but this baby-sitting approach works for me too.
Holy shit, 10 minutes later I get an error about BAD WORDS in my text somewhere. Doesn't say where or what the string is, and as far as I know I've not typed anything naughty in.
Man this software is so immature xD

It DID actually state the word, it was "Starcraft" (I mistook it for part of the error type or something).
In the <custom> description field of a map variant I refered to Starcraft using the typical sentence of 'Starcraft meets <game name="">'.
Blizzard has banned this!

However, I fixed my error by deleting all "Trash", the useless copy Data's, like not customized actors, effects, etc. and suddenly my map had just 800kb.
Well, GATEWAY_DOWN seems to appear when your map is full of trash and the server refuses the upload.... my explanation

I tried these steps but it didn't help.
EDIT: I have fixed the problem now. It seems like in my case, the problem was that I had some players set up to be a custom race that I made.
It seems like custom races are generally quite problematic at the moment.
