@spy46: Go Yes, using a "no" makes your "count upgrade" do the opposite check. The logic behind it is simple, in the "show" area you included a "count upgrade" check, so you're telling the game to only show your button if the upgrade has been started, so it won't show the upgrade and you won't be able to start it.
But if you create a "no" and include a "count upgrade" in it, you're telling the game to only show the button when there's no upgrade of that type going on, and that's what you want.
It is all under the Requirement - Node Link field. The Not logic function does matter as it changes the logic of the requirement from you needing to have the upgrade queued or better to see the button as to opposed to it being hidden when the upgrade is queued or better. The Not node can be selected in the Type field, you can add more nodes by rightclicking a node and then selecting the Add Requirement Node option.
You are after adding the Not node to both use and show. Also make sure the count upgrade nodes have Queued or Better in the State field.
On your requirement you should remove the nodes within "Use", unless you want something to "grey out" the button. You don't need to add an effect to the upgrade, it already works as it is.
Sometimes it is better to start again using the new knowldege you have aquired. Try deleting the upgrade/requirement and starting again. I took three month long attempts to discover a method of animating inanimate models.
Upgrade was fine except you were getting it to add extra stuff you dont need (something involving carriers). Most tech requirement upgrades do nothing except exist for use by requirements.
Your main problem was your Requirements.

i wasnt testing it because i wanted to make sure that i had what i needed to be done and every thing.
but sadly some thing is still not right.
i know the upgrades at the science facility are instant and that i can fix, but the fire suppression system, the one that we have been working on, still does not dissapear after its been upgraded.
i dont know what im looking for in the terms of whats wrong with it.
could you open up this file and poke around and tell me whats wrong because i dont know what im looking for.
and the requirement i want is (Fire Suppression System - Upgrade ) correct? because i also see ones listed as reasearched and not reasearched.

one question, is there a way i can copy every thing ive edited on this map and transfer it over to another custom map or does that have to be a mod file or some thing?
As a mod or XML copy paste. Though it would be simpler just to make the upgrade in the other map.
At your stage in map making I would try to improve my skills in the data editor. I put my map on hiatus when I found how little I actually knew about the editor. I would advise just looking at what other pros like kueken531, borgdragon, stragus mapster or myself have done. There is also the newbiew wednesday broadcast which might be useful for your condition on the streaming.

ive tried right clicking to remove the 2nd node under the Use ... folder? but it keeps returning

You forgot to add the requirement to the Research ability. Cannot hide the button if the requirement is not linked to something.
