Say you wanted to build a barracks but instead of it being how it usually is (lets just say 1 minute), lets make it 2 seconds!
First, go to Abilities in the Data section. Find the actual building command, (SCV - Build (SCV) in our case). You'd go to the Ability section within the SCV - Build(SCV) ability. Then on the second Column, you should see a scroll box that says:
Build 01 - Build Command Center - Command Center
Build 02 - Something else - Something
Scroll down until you see:
Build 04 - Build Barracks - Barracks
You'd double click it and it should show the how it builds about it. Within that, scroll all the way to the bottom until you see "Info - Time".
That should be the build time. In this case it is 60 seconds (haha I was correct). So I'd change it to 2 and then push OK and then it should take only 2 seconds to build.
Double click the value of "Info +" if you have all 5 buttons on the top pressed (which will give you my view), then follow his instructions in the last paragraph

3. the window opens up, double click barracks
4. 2nd window opens, scroll all the way to the bottom and change the build time
It's a little different for units. Let's use the Marine as an example. In step 1, go to the Barracks's build ability, and... well, it's pretty much the same after that.
It only looks "empty" because there's so much data in that field (doesn't make sense, I know), the editor could only display a small part of the first entry. If you de-select "Combine Structure Values" (button next to Search at the top) it'll expand and you can see each section.
If you had complications understanding the Info+ tab I'm not going to explain how to do it via triggers, but look for an action. If an action does not exist to reduce build time, then look for a catalog edit. If catalog editing fails, look for an upgrade effect. If upgrade doesn't work, then it's probably not possible to do runtime edits.
I don't really feel like doing all the above but I at least answered your question on the general route to do it. :P
I figured it out. Well I mean, I found one way lol
1. I simply made a new ability called "Probe - Build (Probe - Fast)" I reduced 10% of the time on each structures that can be built.
2. I went to the "Probe" unit and modified the command card. I went into each construction sub-menu and added the new ability structures right on top of the existing buttons
3. I used the trigger to "Show/Hide Ability for Unit". I hid the "Probe - Build (Probe)" ability and showed the "Probe - Build (Probe - Fast)" ability and presto!
I apologise for bringing this old topic back to the front, but my query is closely related to this post.
I was wondering if there is any way of affecting build speed of a structure as its being built? (i was thinknig of creating a sort of aura which increases build speed for enarby structures)
Ideally id like to keep this within the data editor, but if it is only possible involving triggers then its better than not working at all.
Ok I'm pretty lost as to where to find it.
Say if I want to change the speed at which a building or a unit is being built what do I edit?
I checked unit actor info, it doesn't seem to be there.

I'm not sure we have the same view. Can be specific? Which second column are you talking about?

Gotta say its hardly intuitive.. I had no idea build time could be stored in what seems like an empty string.... (I mean Info+)
