If you only want it to happen in one spot, it's more complicated.
But if you just want them to always think they're on creep, go to each zerg unit, look at their speed multiplier for "On creep" and multiply their speed by that amount, and then add whatever their "Bonus (On creep)" is to their speed.
If you only want it to happen in certain areas, you'd almost need to use triggers I would think.

How do I make zerg units think they are on creep so they get the bonus, but there isnt actually any creep there.
Use triggers to add the on creep buff in some way- I'm not sure if that will work though, just a guess
Dont think you can but try using an apply behaviour effect to give them a hidden buff for increased move speed and hp regen.
You can change the texture of creep incase that would help.
