Sid Meier's Civilization by Zolden
This project is a Civilization remake, quite close to the original. All battles are real-time, research and city production are turn based, all techs are from Civ 4, but some futuristic techs were added, in addition to buildings and units. This version sports usual city systems with citizens and squares they work on. There are also few additions from other strategic games to make it more playable on sc2 engine, like castles and formations from Rise of Nations.

It looks like it could be good buut, the icons are so bleh.
You should make your icons have alpha'd edges so they match with the current UI. Or you could try to make your own UI to match with the icons.
How about making battle ships as game? I think it could be adapted into a nice turn based sc2 map.
Btw I love this map. Its bad that it has no chance in the current shity popularity system.

But yeah, I'm working on a turn-based map... it relies on real time combat elements, except that units can only do so much 'each turn'. Ie, running, attacking, using abilities and then setting up a 'stance' which will effect how they react during their opponents turn.
A true turn based game in SC2 would limit itself too much (ie: few units) and have long play times, and ultimately not work so well online (my opinion entirely).
Bibendus, I agree, turn based combat is important part of civ. But I'm afraid it would tenfold gameplay time. Also, I'd like to see at least one turn based map which would be cool to play.

The main purpose of a civilization map should be the turn based combat... and I don't see that :(
