Your first question was rather confusing as to exactly what you want. Maybe you could bullet point what you want?
Are you talking about the Model type actor created by most structures while under construction? Or are you saying when placing the structure it ignores the build time and is instantly created?
Sounds like your new structures are lacking the Buildable ability. A lot of the construction Model type actors have a list of all the structures they are created for. Else in deleting your actor you have removed the actor event to create the construction model.
For your second question use a Model type actor. Set the host subject to your Unit type actor. Finally set the hosting site operations to what you want. Check the tutorials forum since there are several good ones including those by ProzaicMuse and OneTowSC.

Use SOps like SOp(Local Offset) and SOp(Explicit Rotation) on the Unit type actor for your structures under the hosting fields.
Changing collision would require altering the model using something like blender or 3dMax.
