It's prohibited to modify certain field values. Sadly button positions are one of them. Unless Blizz devs change that (if it's even possible that easily) there's nothing we can do about.
Isn't it because CatalogFieldValueSet works like upgrade? I'm sure you can only change what you can change through upgrades. I find this a pain, because in world editor it was easier to add new abilities through triggers.
Different abilities, up until now i have programmed in to my map so each hero sorta has their item shop built in to themselves, So like i made a dummy ability, "But Photon Cannon" gave it requirements so that you can only use it when you have an open inventory slot, then made triggers to that when a unit uses that ability it gives them the item. sooooo, yeah it would be a huge pain to have to go back and redo everything to make real shops.

Not too often. Only during the early phase for warm up. If they spam click they lose one action that may cost them the game. If you look at SC tournaments not all SCVs are at work nor have the action to do every macro. We are talking about the top level, even Flash and Jaedong. If you played SC in ICCup, you will realise there is no click to spare.
Regarding APM and whether it makes a good player
There is no low APM players in star league, absolute zero. Yes good player usually has high apm but to become a great player you must have high APM, no way of going around it. So if you cap at 90 APM sadly you can't become a top SC player. Using basketball as analogy, people can't become a great basketball player if they you have bad hand-eye co-ordination. It doesn't mean if you have great hand-eye co-ordination you are good basketball since it's just one of the factors that makes the person good at basketball.
They made the ToS so that it gives Blizzard "the right" to stop, reject and control all user created contents. Blizzard do not have ownership over them. Also it gives them right to pursue anyone who wrongfully use the user created content.
This is for Korean ToS only although they are still violating copyright laws in other countries too (same laws for any country that signed the international copyright laws).

There is no more "moral right waiving". Blizzard may delete any user content and people to have follow the general law regarding user contents (possibly to prevent replays/user maps being sold illegally).
