As ridiculous as that may sound, it's unfortunately true. If you publish your map privately, and let someone else test it, your map is now public. That other person can take your map and publish it publicly wherever they want, since they've now downloaded it from you.
Only if it's unlocked. In any case I think you're reading the rules far too literally.
I just hope that submitted maps are quickly noted as winning or not. I don't care so much about all the technical stuff, I more care if they take months to announce a winner and I can't publicly post my map waiting. :/

The winners will be on display at BlizzCon so the results will definitely be known before then (late October.)
Ya, they are announcing the winners within 14 days of the final submission day (Sep. 11th).

Stuff I've worked on: Carbot's StarCrafts Mod (2014-present) StarCraft 2 Hotkey Trainer (2010) | Mineralz Evolution (2011+) | Dungeon Legacy (2013+) | Phoenix TLMC 4 Entry (2014) Assisted: City of Tempest (2012) | BarCraft (2013) | Poker Defense (2014) and a few more.
I got a reply regarding map testing. Of course it was by a WoW gm for some reason so I'm not sure if he could give a better answer.
I asked:

Hi, this question is about the blizzcon map making contest. I wasn't sure who to send it to, but if you could pass this along to someone who can answer it, it would be much appreciated.
I, and many other mappers are wondering about this rule:
By submitting the map you grant licensing rights to Blizzard Entertainment, and will not display, post, or share it until after the contest closes on September 11, 2010.
Specifically we are wondering if it is okay to publish privately a map we plan on entering in order to test it with friends/colleagues, or if that violates the do not display/share rule.
Awaiting your answer and thanks for reading this.

I would play it safe and not post the map until after the contest. If you wish to see how it plays, run some AI on it from the map editing section.
What I am doing to play it safe, I have published PARTS of my map privately and locked, name and description are totally bogus and have no relations to the map at all. Then I only test with people ik I can trust, such as real life friends. All these parts contain 0 of the actual terrain and is only testing triggers and data. I think I should be fine ^.^
I also have 3 sc2 US server accounts, since 2 of my brothers have the game as well (3 dif computers). This way I can test veeerry privately.
Well if your map is locked others can't publish it as far as I know. I haven't published my map at this point, but I must admit I am a bit worried that there will be some sort of unforseen bug that I wasn't able to catch simply by testing the map through the editor.

How do you figure? The rules say, word for word, you won't show your map until after 9/11. I asked for clarification, and I was told posting, publishing, talking about, etc.
I've never heard of someone who was able to publish a map for the first time with no bugs. The only way to test a multiplayer map is publishing it. To submit a map without being published is like writing a story with the eyes closed. I won't be surprised if Nexus Wars wins the contest.

You dont really understand the point they made for the rule. What they need is something new, map that has never been publicly released. Of course you can still publish your map privately with unrelated name and test with a group of closed tester. That would be fine. However, maps that has been known to the public (video showcase, maxed out popularity bar, played/reviewed/discussed on numerous forum... etc) obviously doesnt belong to unreleased category.

I didn't say I agreed with the rules. Nexus Wars is ineligible, it's been published, talked about in public, etc. The response I received when asking about it was, "it'll just make it that much harder to make a balanced multiplayer map."
And what progammer said sums up the rest of my thoughts, :p.
Hmmm.. seems like I'm going to have to learn to dialog edit quickly. I didn't start my map that long ago and I doubt I'll finish it in time. I like Hib's Hero Selector but it's been causing me issues so it looks like I'll have to scrap it all together and replace it with my own for this contest.

Kind of a useless answer since we already knew to at least play it safe, but better than nothing.

That's not really true either.
