If I create a new mod and save it in my Starcraft II Beta/Mods folder, it doesn't show up when I try to add it as a dependency for another map. Has anyone actually gotten mods working, because I'm starting to wonder if they're even implemented yet.

mods are working, you need to put your mod in the mods folder in your starcraft 2 directory.

I think I figured out the problem, there's a Mods directory under My Documents where I was putting them (the default save location) but there's also one under Program Files where the editor was looking for it.
create a new file (like a new map) and select mod.

Personally I wouldn't do it that way. I would just make a map. After you are done, use MPQEditor to transfer the Game Data and Locale Files to a new mod file.
That way you can test what you are doing without opening and closing a testing map.
You can only use data editor when making a mod, no triggers. As far as I know.

Actually I think you can still use triggers, as part of library. I'm not sure though, I checked that when I first saw Galaxy Editor, so I can't confirm.
EDIT: Yeah just checked you can use the trigger library.
Id really love to use a mod file to store pictures and use them in my UI space is getting tight on my map, im at 8megs with no terrain and about 16 missing pictures.

as long as you have saved your work and imported the mods it should work, i haven't had any real issues so far..
