Nothing until the Terrain is finished, though a clear idea in my mind of what is going to be done once it's complete.

The role of the Terrain Editor is to copy a terrain that looks well created from another RTS game as best as possible. It will then be used to create a campaign as I will be working on both the Triggers and Data of the map.

Of course the terrain is an integral part of the level design, but at the early stage you don't need more than basic blocking (cliffs, and rarely some textures/doodads for guidance). It's important to make the map playable as quickly as possible so you can test your idea, because not every idea that is good on paper feels good when playing. Concentrating on the gameplay without thinking about the terrain allows you to make the necessary changes more quickly (iteratively). Work on the terrain and cinematics when you are finished with the gameplay
What is your map even about??? What's the point? Nobody will be interested in a project they know nothing about. Realize you're writing an ad... an ad you want people to get excited about and work on (presumably for free, you didn't specify). Give us something to get us interested.
I've actually talked about this quite a bit on the Discord server, but I forgot to post it here. It's a replica of a campaign map of another game brought into the Starcraft 2 Arcade where it's going to be you vs an AI that has majority control over the map along with voices for cinematics and custom buildings and a different way to gain resources.
