What kind of game are you trying to make? I started out with game maker. I'd say its one of the best beginner game design tools for 2d games. You don't need to know code but you can use code if you want to. It has a free version which is almost as good as the paid version but with an add in your loading bar. And the full version is only 20 bucks. Some very professional looking 2-d games can be created if you spend the time to learn this. It can do 3-d but its very limited with that. So if you want to do 3-d games, stay away from that one.
About FPS creator....I went to a tech camp when I was younger and I used that program for a week. (Possibly the same one as Wolflisk...) Here's my advice: never ever ever EVER even consider forking over the cash for that program.... It was full of glitches, and it's a very limited software. In fact, to make new types of enemies, you have to BUY additional packs of units. For example, look at this. 90 bucks. To get medival stuff. On top of the original purchase price. And like I said before, its extremely glitchy and extremely limited.
MilkSpape, Reality Factory, and Genesis, I have no experience with and can't advise you. But like I said, if you want a solid (and affordable) program for beginner 2-d design, go with game maker. For 3d.... Sc2 editor :D
Speaking of this, how experienced are you? Obviously this will effect which program you will want.
the unreal, which was already linked, along with the source engine (on steam) are the two best editors you can ever want...(and both being free, for non-commercial) is an amazing deal.

Sorry to confuse anyone. I mean I would like to try 3-dimensional games but I do not have 2k to do it. It would be really cool if the same software that was to create the game also created it's own models too. If I did 2d, it would be stuff like this that I would wanna try.

You could build a basic game engine yourself but it's going to be complicated and will take alot of time. You really need to be very good with programming before even trying such a thing.

oh wow.. ok if you thought 3d max was a game creater..and the sc2 editor boggles your mind... start out with gamemaker and rpgmaker google both, thats what you need. there fun, easy, and will get you started on the most basic of concepts of which you can bring to the next level in advance editors/programing.

I know 3ds isn't a "game creator" in itself, but can't you create the models and textures, and then program them to have animations/abilities with something else? That would be a game would it not?
Anyway, I hate the idea of programming. I just wanna make the visuals... All those stupid things really annoy me. If you put an extra " _ " or something it RUINS the entire thing. What the h does programming even mean anyway. It's all a bunch of wierd words and messed up numbers I don't want to care about... Can't you make something without it?

Programming is actually very rewarding, you should try it out. The idea may sound lame to you but I actually find it very enjoyable. I'll give you a list of stuff people use to make a game.
3DS Max or Maya as a Modeling program, you can animate your models in there too.
Photoshop to make the 2D images and artwork.
Some companies use a C+ + Open Source Compiler, they also use a C# one I think.
Then of course you need to program a level editor, otherwise how do you make maps or anything to that extent?
Texture work on models is done in 3DS Max or Maya. Textures for in-game materials like grass differ. I have seen some people use Max for it and some using Photoshop.
There is a lot more then that to cover but that should give you an idea.
I got a bit curious and started poking around the net trying to find a decent game design program other than 3ds max.

When I first played Starcraft II I did a 6 pool. Literally. Do you know if these programs are as good as 3DS Max?

Custom models, custom animations, textures, the works. Basically everything visual in the SC2 editor I would like to be able to make on my own

All 3DS max is is to make models, like the units you see in SC2. It's not a game creator.
