I can confirm this. Though, it might probably be a bug. The problem is that the game cannot validate your Starcraft 2 licence, and the `Starter` edition of the game cannot access offline mode. So the fact that the registered version and game files thinks its `Starter` edition when attempting offline play is what causes this to happen.
My error message was different though(Dont have time to upload the image), but I used to get what you had and that was because of a problem with dependencies of the map file saved from older versions. Try removing them(not that it would help the above problem though)

The account validation just had to be done once and it seems like it was just some sort of registry entry. (Meaning - It could be avoided)
Just a guess though, ask it on the official forums or the mapster IRC.
I think ive read smth about a non-working play-offline option aswell, so it might be a bug if youre lucky.
So then pirates could run their own maps or play downloadable multiplayer maps in single player. Or get a bad impression of the campaign experience. Big deal? I think the starter edition (which is free, amirite?) gives you more enticing options than that.
Im not sure if you can use the editor with the standard edition, you also shouldnt be able to play the campaign.

I had always been facing the situation. If I turn PC on without connecting to internet, editor says "you must login" and doesn't let me map. And we had this discussed somwhere on forum few month ago. Maybe that feature was only actual for russia because we hack alot, and now they made it worldwide.
If this is true, it's utter bullshit. Anti-piracy measures, sure, but blocking people from accessing the goddamn EDITOR?
Maybe it\s done because you can access HotS without beta by installing it. saving some map you like as SC2Component, editing DocumentInfo with notepad and adding Swarm and SwarmMulti Dependencies in the script.. Then when you Test map even though it doesn't load the Swarm stuff in the editor, ingame you play HotS...
Though I agree, who is telling Blizzard to do so much shit with this game - from not adding Bnet features, to removing features, to making important things missing, to making things more and more annoying to use..
I asked them WHY didnt they allow you to browse your maps offline without using the editor or dragging the file in the SC2 Icon (which also got removed..)
What if you don't have Internet e.g somewhere where you dont have it you can\t play the game at all. Stupid Blizzard!

You can still do that but you have to drag the map on the Support/SC2Switcher.exe file
Just tried, I can confirm this is a problem. Probably has something to do with the retarded data streaming thing that always occurs upon launch. I still wonder what the purpose of it is, other than to hinder the loading process.
Tuesday's patch introduced a rather irritating feature.
You can no longer run SC2 maps in the editor without an internet connection.
This makes mapping without an active connection nigh impossible.
As someone who goes extended periods without internet access, mapping has filled that void in my time nicely.
Why was this done? What purpose does it serve? Is this a bug? Can I "unpatch" my game?

Well, the editor is part of the game. It also includes all assets and lets you play the game by testing document, technically.

Don't seem to be having this problem on US bnet, I'm logged off at the moment and I'm able to test maps.
Try disconnecting your internet and restarting your PC with no active connection.
It works fine for me if I've recently had a connection and don't close SC2, for about 15 minutes.

Oddly, you can still run SC2 offline and play any map you've downloaded at your leisure via the offline arcade.
Rather makes me convinced that this is a bug.
