If your problem is data-related, post it in the data - forums; if you have trouble with triggers, use the trigger - forum instead.
If you have problems with terraining, galaxy script or ui development, there are sub-forums for those as well; if you are not sure or your problem concerns multiple areas, just post it in miscellaneous.
You can also have a look at the tutorials, maybe this will help you already. Just don't post your question there, if it is not related to a specific tutorial
