Same. I've found one way to reliably reproduce it; you push the quote button, put your text marker right before the "{quote=}" bit and try to put it down a line by pushing enter. Another instance where it sometimes occurs is if you put your text marker beneath the quote and start mashing backspace in order to remove the "{/quote}" part of the quote.
Wow. That's exactly right. It also doesn't seem to like my Japanese, which, technically my keyboard is always set to japans, even when i'm writing in English characters.

Actually I got this problem sometimes, most commonly when pressing enter (to get to a new line) during posting.
Not experience it now. U may try to update chrome manually
