I'm sure plenty of people have already published mod files before, but has nobody published any "public" mod files? Because i can never see any available mod files online. Everyone just keeping them private or is there some missing functionality here?
They should give a larger capacity for mod files separate from the main pool, to encourage sharing of custom assets...
The game will now properly find custom imported files within mods.
That sounds pretty definitive, but I thought the same last patch when they said "the problems with mod dependencies have been resolved" but it didn't get fixed ;(

If by "custom assets" you mean stuff like sounds and images (or basically anything besides "native" things like triggers, data) then it is currently not possible to access those from a mod. Blizzard confirmed it's a bug (2nd question) and it will most likely be fixed in patch 1.2.

From that source, their awareness of the issue was back in October. You're just hoping it'll be fixed in 1.2, or is there rumors/news about it?
it's being fixed in 1.2. it's in the patch notes.

The 1.2 patch notes say:

This patch is like the best patch they've had in awhile...
