To what level are we allowed to license our maps and not conflict with the terms set by Blizzard?
Like can we use whatever license we so choose, or are our choices limited?
They are separate things. I am not exactly sure how the licensing curse applies here but Blizzard has the final word on everything. Any map you make with GE is en essence owned by them. Of course you are a collaborator to them and by which you might receive money for it but as far as licensing goes Blizzard has the final word on it.
I assume by licensing you mean making money off the map. The most likely move by Blizzard is to prohibit anyone making money in any way, shape or form off their maps that does not use their built-in publishing system. I highly doubt they will accept any other terms. Look at people who make mods in wow. They aren't even allowed to mention donations in-game.

By licensing I mean things like permissions to reproduce, modify, make derivatives of, etc.
IE: GNU-GP License, CDD License, or BSD License.
In short: I want to have certain maps licensed so people cannot modify them, reproduce them, make derivatives of without documented consent from me. Other maps I want to have completely public and all that stuff.

I'm not a layer or anything but this seems to be a really strong affirmation. I really doubt that's something legal to be able to "own" any stuff that is done with a tool. Imagine Adobe that says every image on the net belongs to them because it's done with Photoshop.
Again i'm not a layer and don't know anything about that, but I'm pretty sure you keep your intellectual property on the maps you do.
You do have rights on your own creations, but it is useless because the models and textures belong to them. If they don't want your map, they could prohibit you from using their copyrighted content and you're SOL with a map you can't play because you can't use any of their assets.

Well, it'll be possible for you to "Protect" your map, so nobody other than the authors you designate to your map can touch it.
