Do you really need more than 8 anyway? I think most get by just fine with blending textures at different combinations. Think of it like mixing paint. You have the primary colors, and any combination of different amounts of those give you everything else you don't have.
For an example, what you can do with just 8 textures, you could have a look at Element TD. I was really impressed by how the terrainer created 8 distinctive areas with just 8 different textures and still made every area look very nice and unique. Gives the feeling, he used more than just 8 textures. (Kind of strange to refer to a Tower Defense when advertizing good terrain :D)
Yeah, well, I could ve used a 9th texture, but it's no big deal. Anyway, I might change one or two textures later, I'll decide which to keep then. I'll look at Element TD, thanks =)
It depends on how far you want to go. I'm pretty sure you can circumvent the restriction if you're so much of a coder that you can either crack the editor or create your own version of it. There aren't any convenient means, though.

Depends on if its hardcoded in the engine. If it is, there should be no way of circumventing the limit and still have a map you can play on Bnet.
In WC3 this was easily possible, because the limit was not hardcoded, just a restriction implemented by Blizzard in Worldedit for whatever reason. Maps supported 16 textures, I think, but the editor would not let you add more than 12.
