Looking trough the same files that CybrosX found, there are files for the following commanders:
Fenix
Selendis
Matt Horner
Izsha
Mengsk O.o
Hanson
Stetman
Tassadar
Tosh
Warfield
Zeratul
Rohana
All of those files are responses to either player choosing another commander, some have specific responses to another commander and some are generic.
These could just be placeholders to not waste the voice actors time but they could also be a thing that's happening.
I would say that the next commander will be a Zerg one like Stukov and after that Fenix might be the next one, i think the "dead ones" wont be coming to the game anytime soon.
When nova comes i believe she should have responses for Horner, Valerian and Raynor we should check back later.
They test a lot of things, but I really doubt they will add characters that are dead during LotV middle-to-end parts. I'm actually counting on it as I've been testing the idea of using some of those for arcade maps.
Considering with regards to references made in the HOTS and later campaigns Tosh is meant to have been done in by Nova (spectres were on Amon's side) and Dr. Hanson turned out to be a zerg trap.

Can't see them ever adding Tosh. He's way too thematically similar to Nova, and the whole voodoo thing really doesn't have a great deal of design space inside the SC universe.

Co-op has lore and it takes place between the end of HotS and the end of LotV.
So that rules out Warfield and Mengsk as they're both dead during this period. I think the canon choice for Hanson is infestation too, so she's dead. Stetmann is featured as a mission announcer. Can't see him being used. Tassadar is dead (and/or never existed in the first place depending on how you view the Ouros story)
So you're left with Horner, Fenix, Selendis, Zeratul and Rohana from your list. Rohana is way too minor. Zeratul is thematically similar to Vorazun so that'd be a real challenge. Horner, Fenix and Selendis seem reasonable but they all have flaws; Horner is the Hyperion captain and that's a Raynor ability now. Fenix is a purifier and Karax already has all the purifier units. Selendis seems the most likely imo.
@TyaArcade: Go My bet is Stukov too. Before they annouced Nova I thought Mira Han could be released after him, but seeing how they used some merc ideas for Nova makes me doubt it.

Selendis is possessed by Amon during LotV, was never used or leaded a mission in the campaign and has nothing to set her apart from Artanis. Zerg still have the 3 casters as Metalking said plus some of HotS evolutions, like the Impaler. For Dehaka we have the full list of primal variations and you maybe not even need to add roaches or hydras for his ground roster.
Protoss has the best unit variations since they can have Zealots, Centurions and Sentinels not looking or working too much like each other compared to variations of the other races. Still we have not seen Scouts, Adepts, Sentries (not the variations), Warp Prism, Arbiter.
Only to mention units that appear in ladder and/or a campaign. We all know there are even more that were used in special cases only or are simply unfinished in the editor, and they are willing to use those, as they used the Preserver's model for Alarak's Supplicant. Considering that most commanders have around 9 to 11 units blizzard can almost make a new commander with no repeated units.
EDIT: It may be an excellent time for Blizzard to revisit old scrapped ideas and come up with new ones. If they want our money they'd better star looking around for more options.
Co-op isn't canon, so dead characters are fair game. If Co-op stays profitable in the long term, I could see commanders like the overmind coming into play.
dehaka woulkd make sense if enough buildigns assets existed. as it is, ther eis only like 2 primal buildings, and the zergling/ultralisk/ravasaur/brakk models are too similar. maybe team colored slivan, porcupine guy and yaggdra like units. i doubt they would add that many new assets for primal, sadly.
Primal zerg have enough buildings. Actually there are 5 odd primal buildings (mostly remakes of SC1 buildings). Not all the models were used in the campaign. There are the primal mutalisks/guardians. A primal roach and hydralisk. Primal variants of ultralisk and zergling which could easily be differentiated by adding a new ability/quirk. Also do not forget the mighty Primalisk.
Probably would go with a hunt for resources approach so units are cheap and low or no pop combined with a simplified tech tree using the primal town centre unit to make all units.

U sure about this one? I recall the roach and the muta and the guardian... but no the hydra. [edit- nvm found it]
The primalisk uses the same quadrupedal variation of the zergling and ultralisk iirc. I honeslt yhate how overused that model skeleton is. [edit - i meant the tyranozzor, primalisk is the hsuper ugly model that seems more like an animated zerg doodad from wol]

Agreed, though if they made custom dialog for that mission like they did for the Rak'shir mission, it could be quite amusing.
They can edit his quotes if a player choose him, like how they make with Ji'nara if the player choose Alarak

For who think will be not added dead characters. Co-Op is totally no-canon, so they can add everything they want, Blizzard already said this.
