I've been looking through the data editor for any sort of "must be built on creep" requirement for the Creep Tumor ability, but haven't had any luck.
Does anyone know how to make tumors able to be built off creep?
I believe it has to do with the Footprint called Creep Tumor. Looking at other Zerg buildings, Footprints appear to label other Zerg units as either Creep or CreepSource. I don't know much about Footprints, though, and looking at the Footprint called Creep Tumor I didn't see any values about creep. So I guess I'm not much help :P
You want to look at the footprint "Creep Tumor". Open "Layers", and put the drop down box to placement check/apply. Click the square to remove the creep requirement. If you want to re add a creep requirement, make the set Set One.

Open the "Creep Tumor" Footprint, double click a "Layers" field. In the dialogue that opens, there is dropbox for "Layer." Open the "Pathing Check" layer, click Define Sets. You'll notice under Set One that this footprint requires Creep. You can uncheck that.
If you are wondering what multiple Sets are for, it's hard to tell with the Creep Tumor (since it's 1x1) but you can use multiple sets to "paint" different requirements for each cell of the footprint. For instance, I could change the 3x3 (creep) footprint to only require creep on the middle cell, allowing buildings to sort of hang off of the creep.
