The Wander behaviour does the moving. You need to use a combination of adding a buff that disables the behaviour and has an initial effect that uses a Issue Order effect to tell them to use the Stop ability. If you want them to stop moving on conditions.
I am using sheep in my map and they like to move around... when I want them to just stand still.
Is there a setting in the data to turn off this random moving?

I cannot seem to find where this behavior is located at all. Maybe I am doing it wrong though hah.
Find the sheep unit under the Units data ype and find the Behavior - Behaviors - Behavior field. Odds are there is a behaviour called Critter Wander.

Set the fidget change to move to 0 under the UI - Fidget - Chance Array?
