Try to reset the entire command card and remake it. The command card is prone to some bugs, the changes made do not always reach the xml file below the UI.
To be more specific, you can't remove buttons from the command card. They just refuse to actually leave, and will always be present. If you need to remove a button, you'll need to reset the whole command card.
Simple and frustrating.
On a builder for my map, i edit his command card to have a button to go to submenu 3.
After I hit ok, it's expected that in game, pressing that button would take you to the third page of the command card.
PROBLEM: the button is simply highlighted and does nothing.
when checking the data editor, it shows that the selected option in the drop-down menu for submenu for this button is blank.
If i try and put "3," and hit ok, it's reverted back to blank the next time i open it.
Even if i set it as 3, hit ok, save, and do a test document, the button is STILL useless.
Is this a bug or am i doing something wrong?

UPDATE: less is more, i just moved what i had on 3 onto 2 and removed some clutter from 2 to make space.

Your command card will still be prone to bugs.
The only way to fix the bug is as Kueken suggested, wipe the card completely and start again.

Holy crap that seems like a huge bug, blizz should get on top of that
