Why would you have to edit models? You only need a Create Persistent effect with a Periodic Offset in the +Y direction occurring at the intended target (Unit type location for the Persistent itself, not Point), then set the Periodic Effect to an Issue Order effect targeted at Persistent:Target Point (this gets you the offset location, the Persistent itself must occur on the unit to have access to its local coordinate system)

Only via a Create Persistent offset.
