Yes, you can do it with blender, there's a nice plugin somwehre.
Also, you can use "m3 exporter" plugin to import to max 11. But then it's recommended to save the model as a max file, and open with Art Tools plugin, and use it for export.
And exporting in editor is just rightclick on model -> export.
You would also need to have model's textures to link them from blender or from max. To see their names, open the model in cutscene editor, press shift+D and expand "materials", there you will seee texture names, export them too.
I'm still having issues with importing .M3's into 3ds Max... Keep getting invalid position and other errors? Is there a more recent version of the plugin? I really need to be able to get at the animations of models.
I don't think the blender one supports animations.

I've been searching a bit on this issue and most information seems a bit dated.
What plugins will I need to import extracted models from sc2 into 3ds max 2011?
Do I just export models from the data editor?
Is there a way to do this with gmax or blender these days?
I just want to get the mesh out..

You should also note that the free program Blender also has a very well made community plug-in. Depends on how crazy you plan to get with your models.
