There are 2 ways of doing what you wanted, an AoE effect (Area of Effect) for just the slow or make your Frostbolt do a burst and slow (not damage) everyone withing 10 yards but only damage the selected target.
To Make The Splash Slow - This Assumes You Have Frostbolt Spell Ready
This is the simple one and the one you were talking about. All you need to do is go to the Effects Tab and create a Search Area effect. Once you do this go to the Seach: Areas + box and set it to 10 or however far you want it to go FROM the selected target. leave the Max Count and Radius Bonus at 0 and set Radius to whatever you want. Now set the Effect inside the Areas window to the slow effect. Now you want to make a Set effect and add your damage and search effect. Now in your Abilities Tab select your Frostbolt and change the Effect to the Set effect you will have. This will cause it to do the same thing as the old one except make all units withing x yards get the slow as well.
