Attached an example of an ability that makes Ghost use Snipe and Cloak at the same time (Hotkey 'D'). 1 Button, 1 Ability, 1 'Set' Effect, 2 'Issue Order' effects.
You can have any number of effects in one ability with a "Set" type effect. It will look just as if the button is activating several abilities at once.
Add a Unit Compare Vital validator that checks if unit's curret life is 1 or greater. Then put it under behavior's Validators (Disable). It will block the effect without removing the behavior itself. To remove the behavior completely, put it under Validators (Remove).
Even though the thread is in Triggers section, it's easier done with data.

Starcraft 2 is rated "T" by ESRB and "16+" by PEGI so I doubt that could be a problem.

You could give your casters a dummy ranged "stare" weapon. They will look at the enemy with anger, while the fighters are in battle.
