Remove the Campaign Storyline dependency, and remove the sc2 multi dependency. For some reason those two override the command cards.
Removing the campaign storyline one however means that you are forced to remake command cards for any other unit who is in the campaign.
I have a solution for bug 1, you need to place a unit from the campaign.
If you don't want to place any real unit place the port junker critter.
Then it will remember the dependency that unit was in.

I have it but i have no idea where to get what you want oo... I use it for the bonus asset gone in the live client, such as buttons for the cut units.
