Im not sure you meant to do exactly this but I did the following, for anyone else with the same problem
Go to File > Dependencies > Add standard > Swarm Story (Campaign).
Previously I just had Swarm (Campaign)
Edit: If you're using a copied/duplicated ability, you need to also go to triggers > View > View libraries. Then expand Campaign (Swarm) Data Helper, expand Kerrigan and copy Kerrigan Psi Strike, then replace "Psionic Shift" (in the event) with the ability you're using.
I'm making a custom map where I need to use Kerrigan's Psionic Shift (Psi Strike Walk) ability.
I add the ability (Psi Strike Walk) to my ultralisk unit.
I add the command card button (Psionic Shift).
I remove the requirements on the ability (Psi Strike Walk).
Now the ability shows up on the unit and is usable.
However, it doesn't work as it should. The unit simply stands still when the ability is used. It doesn't even work if I use it with the default Kerrigan - K5 hero.
I opened map ZZerus03 to try some things. The ability works with all triggers removed. What's the difference between how the ability is set up in ZZerus03 and how it is set up in a default map?
