I like this concept very much and if it is executed correctly you could make more a handful of maps based on these ideas especially if you have a main story line or if its just one of those night and day survival maps, or both.
At any rate I have yet to play the vampire Galaxy game but I am interested to try it out some time soon, too bad to hear that it had become unbalanced as you say. It is very hard however to balance a custom map properly.
This was always a topic when I was mapping in SC1 and BW. The solution in the end was that a custom editor was created that took down a a lot of the leg work required to manually code something yourself.
I have not found any custom editors yet but what Mozared and DeProggramer posted is your best bet. I am still learning how to use the editor properly but there must be a way to add another texture through the Data editor or something... or not?

Been out of the game for a while now but getting back in with a madness map just for practice, next an RPG like I used to make for SC1 and BW.
Due to my limited knowledge of the editors inner workings I would only be able to assist you with either of the following.
Level Designer and/Or Quest Developer.
