Actor - Local Offset in this case does change the location from which the beam shoots out... but you have to specify the Launch Sites Ops+ in the Attack actor to use this offset as its launch location.
You can just rename the "green" KarassAttack actor to TassadarAttack, and just make sure it's properly linked to Tassadar. You might have to duplicate the weapon aswell, and effects, depending on exactly what you want to do.
Although its a good habit to start using all Duplicates/New stuff(properly renamed in the case of Duplicates) because it's just easier that way in the long run.

Find the Actor 'Monlyth Light Bridge', select it and scroll down the list of modifiable fields, modify Event - Events +, you'll see the second(and last) option playing "stand" forever, well select 'AnimPlay Stand Stand PlayForever' then select 'Animation Properties: Stand', you'll see underneat it will say 'Animation Properties' with a box under it with 'Stand' in it, and another box under it with '(none)'. Change (None) to Work and there you go, your monlyth light bridge will now be permanently "on".

1. The reason for that is that Tassadar's Weapon Attachment point is physically NOT on his person. It's actually floating wellaway from his hand.
2. that missile sux... it's almost beam like and Tassadar swings his arm around like a maniac... why does a spirit need to swing its arm to attack?
3. Solution time!
Go to the Actors Tab, create a new Actor, Actor Type: Site Operations (Local Offset), Based on: CActor (Call it SOpKarass) or something.
modify your newly created Site Ops, and change the Actor - Local Offset field to -0.3, -0.3, 0.0
Find KarassAttack actor, find Attachment - Launch Attachment Query+, modify it and change Methods: FilterWeapon00(or whatever) to Direct: Center.
Scroll down, modify the last field Target - Launch Site Ops +, add your newly created Site Ops to it (You will have SOpHarness and SOpKarass in there)
Tassadar now launches the "bolts" much more closely to his person. It still looks odd every few shots but it's very passable.

Turrets, man. All you really need is a turret. Make your base unit completely invisible, give it a turret that looks like the marine or whatever base unit you want to use and there you go, problem solved, pretty much.
The point of science is to better understand the world around us, AS WE CAN UNDERSTAND IT, in our VERY LIMITED capability of understanding it. We only use 10% of our brains... What if we used 100%?? Would we even have to figure anything out? Not bloody likely.
Now if (science) happens to make it seem as though there is no god, then that is just a side effect for lack of a better term.
Science is about finding FACTS to prove or disprove. Believing god doesn't exist without 100% proof positive that he doesn't is not very scientific.
I believe in a god yet love science. I'm sure I am not the only one, regular joe or scientist or whatever.
Scientists claiming themselves to be scientists and not believing in something, and then saying(with strong conviction) that god doesn't exist is just the stupidest thing ever. Again, not very scientific of them.
Anyways thats enough from me, I hate debating Science - Religion... it's just oh-so-much-bullshit =D and oh-so-recycled. I've debated science vs religion too many times over the years. Ahwell. Enjoy.

Ctrl + Shift + V opens up the previewer.
Just search for Echo or KillSquad in the search box.
If you have all dependencies active, I don't know why you wouldn't be able to see them. Hmmm.
