I am making a Moba game. I need a UI simular to League of legends or heroes of the storm. Something very simple with 4 ability slots at the bottom middle, a minimap and character portrait in the bottom left and right.
Has someone else already made something like this that I can use? Could someone make something like this for me if I pay them? Are there tutorials showing me how to do this?

People are trying to explain to you how to alter the UI. The fact that you have no idea what anything means, does not mean that they are not providing you with the information. To alter the UI, look through the wiki links to learn how to move specific panels of the existing UI, which panels hold which parts of the UI, how to actually modify the UI, ect.. You cannot simply type "BlackSheepWall" into the editor, and get what you want. there is a lot of work that goes into creating a new UI for a game.
For me to physically type out every thing you need to do, in the order you need to do it, and how to find the specific things to do this, would take me, IDK, im guessing 20+ hours? This is why you are provided with links to learn what things mean, and ideas of how to accomplish your goals.
Most importantly, if you are looking for manual help for your project: Is your project complete enough that with this UI overhaul, the game is going to be in a playable state? The game should be fully playable now, and preferably popular. Why create a UI for something that isn't even half done yet? if that is the case.
You CAN make a dialog UI, it is what many people do. It is what I do. For abilities though, it is usually easiest to modify the game UI to hide all of the parts of a command card except for the actual buttons. You then can move those buttons to (the top of the screen) using hookups and offsets. When you select a unit, those buttons will be the ability buttons like you would normally see on the command card. You can then creat dialogs to be all of the HUD displays and graphics and such.
The reason for this, is that doing cooldowns with a dialog is a little tricky, especially if you use things that increase the cooldown rate; or reset cooldowns. It may also be a pain to set up a tooltip to look like an ability tooltip (with displayed costs, icons for them, range displays, ect) It is far easier to use the blizzard displayed buttons for abilities.

That is the tutorial I followed to learn what I know about UI. Took me about 2 hours to get it figured out enough to do what you are trying to do. Once you "get it" it can be done in 5; so it comes down to how long it takes you to "Get it".
This tutorial does not make any sense or explain how to do anything and none of the links work. The tutorial is for using a custom layout file it doesnt explain what the end result is supposed to be. It just starts talking about frames and what not to do. What is a frame and how does this help me? Am i supposed to copy and paste what is written when I add a file? Where would I put it? I even downloaded the links at the bottom but they do not change the game in any way. the video tutorial does not tell you how to start the tutorial, how do you get to that screen? Could someone help me?
it's not neccessary anymore to import layoutfiles manually, you can add them to the UI-editor since some patches ago.
Editor - Modules - UI-Editor
GameUI layoutfile is the UI, everything in there is on your screen. you'll find any frame you are looking for there.
Layoutfiles are XML-Files (google xml for an introduction)
Alt + control + F12 opens a window ingame, you can click on anything and it will show you which frame it is

Am I confusing UI with HUD?
Nope.
Perhaps scroll through the MAPS and see if there is an unlocked MOBA you can pick apart.

My project is just about ready for a UI overhall. It won't be released until it has a brand new UI. I understand that it is alot of work.

No, nothing more than how to follow a file. UI is setup much like a file in your computer.

Figuring out specifically where the UI container is that you need to modify is annoying, but does not require programming language.
