To add/remove players [to the observer UI] during runtime, use Set Player Flag...there's a flag for them appearing on the "Leaderboard" which can be turned on/off arbitrarily.
Now I just need to know how to manipulate which players it is including/displaying....?

I think they mean common sense as in almost everyone knows about it now. Harrolds original UI dialog post listed all of these already. But if it helps some thats all that matters really.

Many of us have seen Rodrigo's map, that uses the observer UI. Rodrigo kept it a secret, and until now, It has been. I give you:
Observer UI as a Dialog Item
Its really easy to do! Actually, It's a simple Dialog item panel form a template.
To create the Panel, just do this: "LeaderPanel/LeaderPanelTemplate"
Thats it.
Obviously, this was a secret? It is common sense.
