Not sure which file it can't find, but I'm running this from an extracted folder, I selected the correct path and file via browse and I have .NET 3.5 installed. I am using Windows XP (32-bit).

Localize your map.
If you map isn't localized for the users client, it might show up some important stuff on UI as "PARAM/VALUE/#HEX#/", Tooltips,Hints,etc. aren't displaying correctly or they are blank
r14 finally fixed the bug which caused it not to work for people.

Your localizer does not seem to work with my map. I use it (r18), and nothing changes about the map. The size stays the same, all files in it remain unchanged, not even the "Last edited" date changes. Basically, the localizer does nothing but create a backup for me.
SC2 Localizer is a programm - making your map fully localized.
Changing SC2Components - Check.
Creating additional languages - Check.
Creating the auto-backup is recommended so if your stuff fails, you still have a valid copy of your map.

uhm i had some weird problems with your tool.
i used it to localize my TankDef2.0, and its weird but that totally destroyed the map.
after i published it the map wasnt playable anymore, trigger didnt worked or did other stuff they shouldnt do.
so i dont know if this issue is already fixed, but a friend told me as well that he had the same problems with a newer version of your tool.
hope you can fix that...
any further details about this? (pm wasn't answered)

r12 is out right now. If you had issues with localization failing, give it a try and post feedback here or in comments.
If you find new bugs post a ticket (i don't prefer comments) for it, or add a comment to an already existing ticket.

They also added three new Locales: jaJP, enCN, enTW.

OS, path to file, does it only happens to that map? size of map ...
Win7 64 bit, tried different ones like C:\(map), Desktop or ...documents/Starcraft 2/Maps/etc, did only try that map, varied 300kb to 1 MB
€ apparently it works for none of my maps.
remove the special characters from your filename. psychoMC had a problem with the ' in Psycho's
also: it is creating zhCH and not zhCN, fixed it and attached the file at my comment at the locaizer
