I was wondering if there was a way to make a behavior or what ever that would make it so that if, say a marine was shooting a unit with shields it would ignore the shields and just damage the health? if not maybe while it has shields it would attack at a higher damage?
Sort of. If you go to the units weapon, you can see what effect it uses to deal the damage. Go to that effect, and you can see a field called "shield bonus". That makes it so attacks deal X more to shields than life (x being the number you put in that field). Shield factor is simiar, but it multiplies damage to sheilds. So a shield factor of 2 means (I think) attacks deal double damage to shields than life.

Try with a negative heal effect, those might pierce shields. In the worst case use an apply behaviour effect that appies a -ve hp regen buff that is hidden for a fraction of a second.
