If you are familiar with the gameplay mechanics of DOTA like maps you may skip ahead.
In this map two teams, the Dominion and Raynor's raiders, are pitched against eachother on the planet of Mar Sara. The two teams have their own base which regularly spawns creep waves which will run towards the enemy base. These bases also houses player controlled heroes which will try and turn the tide of the battle.
The similarities end here
On this map there is also a few facilities scattered across the map, you can capture these and will actually have to in order to win the game. In the centre lies the Science facility capturing it will unlock a variety of bonuses over time and eventually enable victory. Capturing the nearby Alien energy sites will transfer energy to the Science facility enabling you to purchase greater abilities and when maxed out, the nuclear arsenal needed to blow up the enemy base, it also houses a Fusion core which can transfer excess energy to any other facility. In two opposite corners lies first the two bases but also the Factory and Starport. The Factory will give a boost to creep waves and also (I am not 100% sure on this one) provide vehicles for you to enter. The Starport will provide a boost in creep waves (Maaybe something else... ). All facilities but the Alien energy sites will enable you to spawn or fast travel there. And that's it for facilities lets move onto...
Actual gameplay
You control either a (Dominion) Operative or a (Raynor) Raider, both are exactly the same, and customize yourself by purchasing abilities and weapons. You purchase weapons and abilities with Credits which you gain from capturing and killing, i have also been thinking about a contract system that will give you Credits by utilizing certain feats or stopping kill streaks. You have 4 slots, first slot is a weapon slot which you can align one weapon or attachment based ability, second is grenade just what it sounds like, third and fourth are regular ability slots, fifth slot is equipment but i am still uncertain about it, this is explained more further down. You will not be considerably stronger then creeps and you will have to use your wit when fighting against them.
Weapons:
Gauss rifle, this is what you start with. Ability: Down the irons/Spray'n'pray, switches between a low attack speed, high damage attack and a high attack speed, small damage, small AoE attack.
Chain gun, just what it sounds like. Ability: Rain of lead, a passive ability which gives a small AoE.
Commando rifle, pew pew. Ability: Penetration round, shoots a bullet in a direction and damages everyone that is in its way.
Attachments:
Under-barrel plasma cannon, fires a burning ball of plasma on target direction which deals damage to the first target it hits.
Laser designator, used to call down nukes.
Grenades:
Shredder, archetype grenade.
EMP, stuns vehicles, reveals cloaked units and possibly silences and remove energy from personnel.
Stun, stuns personnel and reveals cloaked personnel.
Contamination, deals damage over time in a area.
Abilities:
Personal teleporter, a Blink like ability.
Personal cloaking field, a cloaking field of some sort.
Stimpacks, a drug that makes you run and shoot faster.
Force field generator, places a force field at target location.
Cybernetic psi amplifier, gives close enough targets a deadly psi discharge.
Equipment:
Auto turret, places an Auto turret.
Spider mine, places a Spider mine.
Remote demo charge, places a remotely controlled demolition charge.
Seeker missile, fires a missile that will follow target enemy.
Notes:
If you want to create this i'll refer you to the Recruitment thread, unfortunately my internet decided to crash while i was writing it but i'll try and get it up soon.
If this turns out the way i envision i think it might be hard to associate it with DOTA. Keep in mind that there is no leveling up and that you will have to buy new weapons and abilities when you die and no respawn timer either, also if you didn't read through the whole part, do it ;)
This is nearly the same as a variant of Dota that existed in early 2004 ... it was fun to play for a break from Dota, kind of like a "create your own hero" thing, but near impossible to balance. Whilst it was fun at the start, when certain "breaking" combos started to eventuate everyone stopped playing.
Design wise, this is basically survival rpg mechanics meets Dota lane mechanics which I do not believe there is a good market for, but by all means go ahead with it. I doubt the project will eventuate but at least it can lean itself to a huge learning experience to push your skills with the editor forward.
It's possible that you might maybe perhaps know more about Dota and game design then me but i think that what is inside my head had a hard time forming a wall of text and it might be hard for it to form a map too since if you would read my recruitment thread i do not plan on doing data and triggers myself and those i lay upon that task will not my vision.
However i don't see how it could be an RPG either, you control a "faceless" marine that dies and you don't actually respawn there comes a new recruit to fill his place the only thing persistent is your credits also i took inspiration mostly from Crysis power struggle i only did a Dota twist to it because of the limitation and difficulty of doing a Fps or Tps map and the Dota like mechanics fits in well with what's already in the engine but nevertheless you might be right i just wanted to defend that this idea was not based on Dota in the beginning.
(If someone wants a good recreation of what the gameplay will be like try replaying the "Prisonbreak" WoL mission and envision that in multiplayer)

There are many dota-like maps, either released or in development, so you will have to do something very unique to survive.
