That's right. I made this a while ago and I don't know why I never posted it as an asset. People eventually ask about enabling lurkers, and I discovered it's more complex than just giving the hydralisk the Morph Ability.
Your map will need the following dependency enabled:
Liberty (Campaign)
The asset is fully modifiable to your standards for costs, times, etc etc.
Some of the following were already implemented by Blizzard. I am just listing what's done.
This asset enabled the following:
Structures
Hydralisk Den - Morph to Lurker Den (Requires Hive Tech)
Lurker Den - Hydralisk Den upgrades can be upgraded from a Lurker Den
Units & Unit Upgrades
Hydralisk Morph to Lurker (both Unburrowed and Burrowed)
Added Hydralisk Muscular Augments upgrade(Faster movement, like in Brood War - I made this one require Hive tech, easily modifiable)
Able to upgrade Lurker Spines and Lurker Armor with Zerg Missile Attack upgrade and with Zerg Ground Carapace upgrade.
That should be it. Attached is the map.
Change the Data Source to Ultimate_Lurkers and look in the Unis, Abilities, Upgrades, Buttons, and Requirements Tabs for any custom changes. There are also unmodified data objects that are used in the map aswell.
Again, all is modifiable to your liking, from Upgrade costs, Upgrade bonuses, Movement Speeds(Lurker default moves ridiculously fast), Weapon damage upgrades(Lurker Spines), Tech Tree requirements, etc etc.
I have not found any "bugs". I think I've squashed them all. No upgrading the same thing twice, etc etc.

I'm not sure if I did something wrong when copied parts of your map to my own and now there is 3 problems:
- Lurker upgrades are attached twice. (Wih level 3 upgrades Lurker has +6 armor, same for weapons)
- Lurker has burrow ability before it is researched from Hatchery
- 2 buttons in Lurker Den have tooltip like "Tooltip/Button/Seismic Spines"
I'm not saying that there is something wrong in your map because I may have done some mistake because I copied those parts of your map by copy pasting in XML editor.
I'm mostly asking how to fix these problems by myself.
EDIT: I just realized that I copied from old version of your map. Have you fixed these bugs recently?
Yes, I have fixed my map from an old version. This one is the final updated one. Also, the one I posted in your thread is also the final update. I just added the .V1 in this one to keep track of any update/bug fixes.
I got my Lurkers work well last evening but I have to say that I didn't use even nearly all the stuff you had modified. For example upgrades started to work better when I removed all modified upgrades. With modified upgrades all armor and weapon upgrades were attached twice for Lurkers. I'm not sure but I gues that main reason why that worked for me was dependencies I used. I used:
Liberty (Mod)
Liberty (Campaign)
Liberty Story (Campaign)
Maybe Liberty Story (Campaign) contains some stuff for Lurkers already?
For my own mod I made minor change by removing Hydralisk speed upgrade and Lurker range upgrade. Mostly because I didn't liked icons of those buttons.
So after all I had only modified:
Morph Lurker ability + button for Hydralisk
Morph Hydralisk Den -> Lurker Den ability + Button
Lurker Burrow ability tooltip (It was something like Button/Tooltip/...)
Technically, if you played SC2 BW, the lurkers actually are supposed to have burrow available without researching it (otherwise they wouldn't be able to attack).

There are still minor problems with the Lurker and Lurker den. The lurker doesn't have unload animations. The lurker den doesn't have work animations. Sorry for bringing a 3 month dead thread back.

If you unoad units from medivacs or overlords and they immediately engage in combat, a good chuck of the unload animations (unload, unload end) are skipped. But for a unit such as the Lurker, slow micro + no direct attack make the lack of burrow animation quite obvious.
The Lurker Den evolves from the Hydra Den, so it may or may not have the Grooved Spines upgrade. Zerg buildings also display their work anims if they are critically wounded. Blizzard didn't pay much attention to these since these are neither melee or campaign units in WoL.
I was just stating theres nothing he couldve easily done for those since it's blizzard models. So posting here had little to no point. Now stop necroing this.
