I'm not sure if downhill would work well. How'd you connect a downhill-water model to a flat water model? The edges would look similar to how two different types of water right next to eachother currently look.
Otherwise possibly a useful idea, though - would make it easier for us to do all sorts of crazy stuff.
I don't think this could really work. Think about the customization of water and what you can do with it... Unless you can add a whole new water type. Never tried that in that case this would be awesome.

Hey could you make some models that could be used as water?
You might be able to Export the Sc2 Water models and warp them.
Things needed:
Downhill 30 Degree angle, 45 degreee angle, 15 degree angle
and any other variation you think would work well.
THIS WOULD GREATLY BENEFIT EVERYONE, then we can finnaly make water go downhill without all that nonsense of a hundred doodads.
The animations would be the simple water moving current animation.
These could be used as doodads and resized to fit anyones needs. PLEASE this would really help
