It is sound idea that players are part of the Investigation Team.
They should be able to somehow find who is Kira before he has chance to finally reveal L's true name and kill him. Victory or defeat for players would be based of that outcome.
EXP could be saved for players, deeming potential candidate who should play Kira in the match.
Thus I think that real name should be found from "List of People". However as this map uses "action points" to control how fast players can act, it would take time to find who is who.
When Kira player Judges, his max Action Points slowly increases, allowing somepoint enough action points to finally find out L's real name.
Basically in Kira's case, Action Points simulate the increasing support from the public and decreasing support for the people who oppose him.
I can employ Mafia style chat system to have custom names, etc. However Real Names are randomized.

A free-roam city with hundreds of randomly generated civilians. There's a group of civilians that all know who each other are (The Investigators). They go around the city, investigating civilians and suspicious activity (IE, someone writing in a book (probably just standing still for a bit), and a civilian dieing soon afterwards). The Death Note keeper doesn't know the investigators and vice versa.
The Investigators would investigate civilians, questioning them (and revealing their identity, to prove they're an investigator).
The Death Note keeper would look for other suspicious people (investigators who are standing still with another person, investigating them). If the investigator reveals their identity and the Death Note keeper is within close proximity (short hearing distance), the Death Note keeper would discover the investigators name.
There would be a difference between sight range and hearing range, so the Death Note keeper would have to get close enough (and potentially follow) the investigator to find out what his name is, thus potentially creating suspicion for an observant investigator.
This is just an idea of something I think I'd enjoy. ^.^

Problem is how Blizzard is gonna react to this map.
A young student, Yagami Light, finds a notebook called the DeathNote, and there are rules written in it. Who ever's name is written in the Death Note will die... 1 minute later I believe, of a Heart Attack. He starts using the DeathNote on the worst of the worst of criminals, but eventually sees himself as a God and punishes anyone who commits a crime.
You need to know the name(Actual NameOnly) AND the face of the person you wish to kill.
If you specify the time of death, and the way they die, that is when and how they will die(Instead of by Heart Attack)
Each DeathNote is owned by a Shinigami, but the Human who has possession is technically the owner of it until their time is up.
You can ask for the Shinigami Eyes, which means you can SEE everyone's names... so all you have to do is look at them, and you can kill anyone. (Although accepting the Shinigami Eyes means you forfeit one quarter(or is it one half) of your remaining lifespan)

Oh ya, everytime a Shinigami writes a name in their DeathNote, any years remaining to the human victim, are added onto the Shinigami's lifespan(making them technically immortal, although they don't just go around killing everyone in sight, consider them Grim Reapers of a sort. Sometimes they come earlier than when you should die)
If a Shinigami purposely saves the life of someone about to die in a violent crime(he writes the murderers name in his DeathNote before it happens) then the Shinigami dies...
... It's honestly an AMAZING story. It's like the worlds greatest game of chess, and the twists and plot turns are just... EPIC.

Okay I finally nailed down the system I want to this map to use.
Each Investigator can "suspect" certain person, if more than one Investigator suspects certain person, it will speed up L's suspicion towards you even more.
When L's suspicion reaches to 100% against any person, it means that person gets arrested and that technically means that person can talk rest of the match but can't use his commands. It is because L has not yet send person to actual Jail.
Players can probably shoot the other players but that would mean very likely that player will be screwed over.
Kira can also burn evidence. It will reduce L's suspicion and it makes L randomly blame someone of it.
Had an idea for a Death Note map some time ago, during W3 days. As with all my W3 maps, didn't finish it xDDD. I altered some rules to make it more gameplay-friendly, and I think the result was pretty good. Recycle from it what you want:
Basics:
12 players, all start being normal humans.
Death Note is randomly spawned somewhere on the map.
Every player has a real name, that has nothing to do with their nick names.
The game ends when all players but one are dead, or when the Death Note is destroyed.
Carrying the Death Note:
When you find it, you can simply pick it up and roam around with it; however, other players can see you carrying it.
To hide it, you need a bag. The point of this is that you won't be able to bring bags to some places, so you'll have to expose.
Bags are like an inventory in your inventory, and you can drop it around. Only 1 bag can be carried at a time.
Players can try to steal other players' bags or sneak inside them, but the police may attack them if they see them doing so (they're not aware of the Death Note).
If players are police, they can sneak inside without any penalization.
The Shinigami:
It's some sort of companion pet. To summon him, you need to kill players or NPCs.
You can control him, and he has some nice confusion spells. He can't kill by force.
If someone touches th bag or the Death Note, he can see the shinigami.
Only the owner of the Death Note can control the shinigami.
The shinigami can die, but nothing changes.
Using the Death Note:
A special animation plays when you use it, so everyone can detect you're using it.
If you use the shinigami to use the Death Note, then your character won't be seen using it in any way.
You need to see the objective to kill it, be it presently or by the TV.
You can take photos of the objective using a camera, so you won't need to see them to kill them.
You can use the Death Note to control NPCs, but they will die after a while. You can use those controlled NPCs to use the Death Note, too.
NPCs don't have their names above them. You have to spy their conversations or ask them their names. The shinigami won't tell you his names.
You can kill people in various ways, but you need to level up the Death Note by killing people to unlock more deaths. These deaths are permanently unlocked (if someone steals the Death Note it keeps its level).
You can suicide controlled NPCs in any way you want before they die automatically.
Owning the Death Note:
The owner can summon the shinigami using kills (a resource).
If the Death Note has no owner or if he's dead, the first one to touch it is its owner.
The Death Note has a number of pages. You can take some and give them to random people. They will be able to use them, but they won't be able to use the shinigami, only see it.
If you want, you can buy the eyes of the shinigami, but you'll die after a while (20 min), so you'd better hurry and win the game. With these, getting near anyone you'll see his name. Doesn't work with the owner of another Death Note. The eyes don't work with photos (this may change, in the manga it worked).
Other stuff:
The map has a lot of houses. Players are assigned one randomly, so each match every player will have a different house. You need a key to open the door, and if you break in without being a police, the police will chase you if they see you.
To join the police, you have to go and give some evidences of Kira. These evidences will be public to the rest of the police players. After giving some evidences, you'll be invited to be part of the police. You can refuse if you want.
The police department has a database with all police information. If you join, you risk Kira breaking and getting your name and photo.
If the map takes too long (say 30 min), a second Death Note drops from sky.
Some items (like keys and photos) can be copied at concrete locations. If you do it at a public space, players can come and ask the last 5 history and see you. If the players are police, they get more information (last 20). You can buy the machines yourself and avoid going public, but you'll still be at the histories of the shops.
In general, the map had a lot of LoaP (Life of a Peasant; think of Sims) stuff aside from the rules above. That's where I got stuck mostly, I got bored of it after I made the interesting part :P.
I had it in my "remake" list for SC2, but I gave up when I got the editor during the beta. What was super easy with W3 and its hero&item system is a pain in the ass for SC2. I even had an adaptation idea: an artifact drops at a city, and it allows you to kill people and summons a DT or something.

I love me some Death Note... OMG. I watched every episode in 1 day... I was sooo hooked after the first episode, hahaha...
But uh... Is this single player? Multiplayer? Other than a few screens, there's not really any info about it.
I might make it to be multiplayer. Not sure.
