I want to know if specific players can be banned from joining lobbies, I ask this because one in particular throws a hissy fit when banned from one of the arcade games I admin.
This player
Harasses newcomers
Holds lobbies
Attacks teamates "for the luls"
Causes numerous problems with the other admins
Gives the game a bad reputation
This player has a blatant disregard for other players and is ignorant to authority.

No, you "cant" ban people in game either. It says somewhere in the TOS that the game experience needs to be equal for all players. To flat out ban someone in specific because you do not like them is against the arcade TOS.
the same concept is in place for "admin". If you give someone in your game an "admin power" which allows them to alter their own, or someone elses play experience in the game, you can have your game reported and locked down for that.
Your best bet is to do whatever you can to limit harassment. You can make it so units simply cannot attack allied units, you can add in your own maturity filter, so players cannot use bad language, you can add in a vote-kick system, so players are allowed to vote to remove bad players, or vote-silence.
there is a work-around to the admin concept, by allowing players to unlock such a feature on their own as well (say, 10,000 games won). Maybe with a vote kick system in place, you can auto-kick players who have been vote kicked more than X times. Then you will still have a problem if a group of hecklers gang up on someone; or if a new player is being kicked for sucking.
This was not made clear, he has already been auto kicked before and having admins limit his play is beyond the question because during that period of time he made it clear that he will make the lobbies suffer once he has been marked to be auto kicked. Do everyone remember when lobbies would not auto remove inactive players? Well before that update he would hold lobbies for 12-48 hours.

Theres is this trigger guy call Soultaker he did made a few triggers to instantly ban players that were harassing me one time all that you describe above plus calling me names etc. happens to me with a particular individual now he got tired of getting kick as soon as the game starts. I feel youre pain Datasick. I know very well what that feels like.
He does not care if he is kicked at the start of every single game, I the fact that he lobby holds when he is auto kicked. He has already undergone this process which have tthe same result every time.
He is auto kick (Banned)
He causes drama (On our forums, insulting private messages and harassment)
He holds the lobby for hours on end
There must be a way to remove him from joining the lobby, having him get kicked when the game starts is not the issue, its the fact that he deliberately holds the lobby hours on end when he is banned
On the side note as a result of this the game project manager leaves him unbanned to cause less problems, inevitably everyone is affected negatively from this player.
Sorry to hear that, Blizz dosent do anything it dosent matter how much you can complain about anything as long as he is not cheating on the game blizz dont care for all i know he can be recruiting of terrorist on youre lobby still Blizz will not move to do anything you are out of luck with that as.....h .

Unless you can get a screen shot of him verbally harassing players, (without said players verbally harassing him in return) you have nothing.

Allowing special privileges in game which alter game play for some players over others is the only thing going on here that Blizzard has outlined in their ToS, and is something Blizzard has stepped in to do something about before.

An explanation and conclusion are not proof; you can say whatever you would like about anyone. Considering the amount of hate-mail and flame posts Blizzard often receives, I am pretty sure they like to check sources rather than believe word-of-mouth; as any decent organization should.
Get pictures of this player violating ToS if you hope for action to be taken.

If you want Blizzard to take you at your word, I think that is proof enough that admins are only making the problem worse.
What Glorn was trying to say is that this may have all been started by admin abuse in the first place and since you can't provide replays of every game that the guy was ever in you can't prove otherwise.
I recall several events were admins just doing their jobs and upholding peace tips him off, abuse or not, he is a loose cannon.
Overall I would say if we were actually ban him from the arcade game, he may tire out and hopfully move on, but like I said, he may just hold lobbies as a routine for his trolling, the question is, will having him hold lobbies and be automatically kicked be better than having him run amuck ingame.
I created Custom Hero Arena for WC3, managed a large clan for it, managed forums for it, and actively played the game a lot. We had a few people who, just for the sake of being dicks, were being dicks. As the editor; I was able to add many in-game counter measures to their trolling; but I was not able to end their trolling. When people came complaining to me, I said "there are no rules for how to play this game, if can be done, then do it." Which in turn, made more people upset about ksing, tking, and everything else you could imagine that would ruin a game experience.
1 guy specifically, was a troll to the community for.. man.. 7 years? he loved the game, but he hated everyone or think clan related, or editor related; which I didn't understand. Many years down the road, I found out that another clan had bullied him pretty good, to cause such animosity. I had tried banning him, setting his life in game to 25% constantly, so he would just get killed a lot, clearing all text he entered. It all made matters worse, and understandably.
In all, over nearly a decade of wc3, I think I only ever added 3 people to a ban list (All about equal to the situation you are citing), and in that same time, removed them all after realizing it was unfair to abuse my powers as the game-maker in such a way. Banning them only made matters worse while they were banned. What really helped, was asking them why they were being such a pain in my ass. I know this is a game and all, but people get their feelings hurt, and express emotion in their gaming life. Usually it was a specific event they were a part of, or witnessed, where an abuse of power made them hateful towards a hierarchy. Clearly your troll still enjoys the game, he seems to be a high rank, and he keeps joining games.
TLDR: Blah blah blah, real life example, blah blah; try to have a heart to heart with the kid; because you are gonna be stuck with him either way.
There is a trigger that would help 'some' for when/if he gets kicked out of a game. I have it on my map and its built into SC2 editor so i highly doubt its 'illegal' or anything along those lines.
Also as far as holding a lobby forever you could (if its arcade) check the 'hide battle.net lobby" box. but then no one can see anyone in the loby, the game will start when its full though.

The only way to be FULL PROOF is to make the game Private. So what ends up happening is the only ones that play the game are the ones you allow by invite or the like because it cant be joined by 'public'. Just offering suggestions.
Realistically speaking there is a strong possibility that we can use our votekick system (Less votes for him), this way when admins are not online and watching, the other players can decide wether they are getting along. Maybe a ratio 3/5 seems fare. Though thats not up me to decide so I will just forward this page to the DEVs of The Thing [Revival]
Admin abuse in my game is not tolerated. Fortunately, I haven't heard much reports from non-admin players, so I guess I picked my admins well.

When I "banned" Reefer (a player who teamkills, harasses and lobby holds) from my game, I knew that the next day, he'd be holding my game lobby, crying about the ban. That's when I saw the opportunity to have him promise to behave a bit more. Never got a lobby hold from him ever since. (Then Blizzard finally listened to me and implemented AFK host auto-kicking)
I don't believe in banning as a solution to these trolls. But when you want them to listen to you and take you seriously, it works...

I do not know if you reviewed the latest incident, but it was the reason I insisted on pursuing to get rid of ReeferFist.
He demonstrated that he can manipulate players into causing panic and uproar.
But why specifically ReeferFist and not others that cause offenses?
Because it is followed up by consistent harassment. This is a threat because it drives newcomers away and even regulars in some cases.

If the lobby is your problem then you're out of luck, because you have no control over lobbies. Just ignore the guy and he'll get bored eventually.
