I ask because I currently have a hoT song I want to add to my map but its long, 6.8 mb and I'm wondering if I should cut it down or avoid doing it entirely.

it takes me about 20 seconds to download a 10 Mb map, the maximum is 20 MBs some how it changed after you publish so many maps i dunno how that works.
But it shouldnt be a problem. most people who can play this game are going to have internet that will download at about 200-350 Kbs.
Dont worry about download times. In wc3 the host had to use a sort of peer-to-peer map transfer, which means it took forever to get everyone to have the map as upload speeds are usually way more limited than download speeds. Seeing as now everyone downloads from the battle.net servers, that doesn't only make it faster as its not limited by upload, but multiple people can download at the same time without making it slower.
I do recommend though that you chuck the audio file in a mod, upload that and add it as a dependency to your map. That way it won't take you as long to publish the map every time you make an update, and the same counts for re-downloading the updated map for everyone that wants to play it.

You could always try reencoding the sound file to reduce the bit rate (and file size), without perhaps losing much audio quality.
