So which of these functions have anything to do with 'designing heroes and the metagame, and overseeing general game design'. The first sentence makes it sound like they're looking for a designer, architect or balancer of some sort, but the post is ended with positions for an XML/UI Specialist and a Data Editor.
If you would like to work on the Game Interface, then you would apply for UI Specialist. Likewise, if you know how to implement creative abilities mainly using the Data Editor, then you would apply as the Data Specialist. Both of these roles revolve being a designer.

i have to say as well btw that every other designer these guys ever employed (obviously not a paid position) decided to quit after problems with management

So say I were that assistant data specialist - I'd be able to do something like come up with, say, a Clockwerk hero whose abilities revolve around rockets, hextech gnomes and explosions, and then create the abilities and actual unit myself? I wouldn't have someone above me coming up with the hero and its abilities telling me how they work, leaving me then to implement it?
Forgive me for being sceptic, but I think you're either misdefining the word 'designing' or the words 'assistant data specialist' within the field of developing. I understand that the guys behind the entire project get the final say, that makes perfect sense. I just simply still don't know to what extent any of these positions get to 'design' anything. I don't plan to fill an official position, but if that firebat hero I gave you gets into the game, I will probably continue to assist with a hero every now and then.
Also, highdrater is being an incredible douche for someone who plays this game on the regular.
A saboteur would fit right in. Both previous devs that assisted Ekco (tacticmove's brother) on his game have complain to me about Ekco simply losing or saving over their work with his own.
As usual, playing nice doesn't help. Consider yourself warned. More of this will lead to a ban. Cheers.

Yes, they can. But if they choose not to design their own hero/ability, that's fine. We'll come up with something.
