The engine is the same and a lot of features we saw coming on SC2 where aimed for heroes of the storm.
Considering it's a big issue, even in the SC2 competitive scene, I don't see why wouldn't they do that.
Maybe it won't be available on 1v1 melee games considering your opponent can't wait you forever, however it would be really useful in team and arcade games.

Laziness and lack of incentive to develop a game that's on its last expansion?
Also, what features? That came onto SC2 aimed for Heroes of the Storm, that is.

Never noticed how some features that came on SC2 editor, seemed targeted for MOBA maps? It's just speculation but it's pretty obvious to me.
Take this old patch for example http://us.battle.net/sc2/en/forum/topic/5825622546
I remember particularly one of these changes that came along with new Blizzard Allstars screenshots.
I'm talking about the "Hookup Unit Status Dialog Item" trigger that allows you to heavily customize units status bars.
Here is an example: http://i1.ytimg.com/vi/RUb-X3dyAjI/maxresdefault.jpg
This feature had no particular use for SC2 and I was probably the first one to use it under the guide of a blizzard dev in the IRC sc2mapster channel.
The same patch contains new AI for waves that I initially tought was aimed for TDs, however it was probably developed for their MOBA minion waves.
You can find other changes that were probably developed for their MOBA and that were inherited by SC2.
These new features came when blizzard allstars was still a SC2 mod. However I don't see why can't they to the same now, considering Heroes and SC2 have the same engine.
Everything done in those Blizzard Allstars screenshots is doable via custom unit status layouts. The hookup unit status dialog item action also looks like it was merely added alongside a large number of other trigger additions that were just very sadly lacking.
Don't mean to be a "debbie downer", I just doubt that the engine will ever see much support unless they migrate the Arcade out of Starcraft 2 entirely and make it a more general "Blizzard Arcade" kind of deal.
i'm more worried about Legacy of the Void. I'm expecting great amount of assets useful additions and bug fixes. Hots pretty much succeeded from this perspective. But now Heroes can withdraw lots of human resources which may result in poor overal quality of expansion. Hope Samwise still will be able to draw some supah cool units and art for lotv. Blizzard just can't go wrong with this expansion it's the most epic race evah. + ending of 2-nd chapter of sc saga. I'm so anxious to see some tassadar(maybe) cinematics or even Archon in cinematic quality.
What I meant is that features like the hook status bar were probably developed by blizzard because they needed them for their Allstar map.
In the past, updating the SC2 engine was mandatory to use these new features on their map, now it's not needed anymore. However I think they can easily transfer new HOTS features to SC2 and they have no reason to not do so.
Obviously I'm not saying it will happen soon, these kind of changes come only on big patches and could probably happen with LOTV expansion, still better then nothing ;)
It is still unknown if any (all) enhancements of Heroes will transfer over to SC2, the coming months will probably show.
As for the rejoin feature, im skeptic, especially because in Starcraft the game must always be in a synchronized state, which means that a rejoining player would also have to copy the current script state into their memory before even being able to join. That said, this is probably also the case for Heroes. It would probably also require various user interface changes.
Also it is questionable how much of a benefit a rejoin feature would bring to Starcraft. Blizzard will always focus on the tournament (melee) scene and rejoining is pretty much irrelevant in 1v1. (Should it pause the game until the other player (eventually) comes back? etc.)
Bliz developers said that making a rejoin feature on their engine wasn't impossible but that it was challenging (probably due to the script syncing).
Using dev resources for a game that doesn't need this feature on its most played game type (1v1) wasn't sure a good choice, but now they face with other moba game and each of them offer this feature, they were forced to find a solution!
Having the same engine on their hands mean they can port the code to SC2 and it would greatly benefit the arcade and any melee game with more then 2 players. In a 2v2 scenario you could rejoin your teammate till the game is still on. For the competitive 1v1 scene it would have been useful but they already added a "resume from replay" feature after a crash problem in a tournament.
Ultimately I expect the upgrade to be rolled together for simple money reasons: Maintaining two large branches of code = expensive/cumbersome/wasteful.
Also, I can name a few other features that are more aimed at MOBA gameplay: Armor formulas, Map Symmetry (useful for melee for sure, but also highly relevant to Storm), the AI wave stuff Bibendus mentioned already.
So I watched some developer interviews about HotS yesterday and it was mentioned multiple times that SC2 and HotS share the same code base, and that meetings for both games are often hold in the same room.
So as long as the feature makes sense for Starcraft and is portable without a ridiculous amount of work it will most likely happen.
AFAIK, Heroes will have it's own editor, so it won't be connected with the SC2 Editor, even though the game comes from SC2. I remember them saying something about it from their last BlizzCon Panel.
Well, he said "we can port features over to SC2", didn't confirm it or said "we will port features to SC2". I hope the rejoin feature will make it in SC2, but have many doubts at the same time. :X

Indeed. A rejoin feature sounds more like a full client and service change, rather than just an engine port.
Still, might happen, just I wouldn't hold my breath for it. It's not really a feature that SC2 "needs".

Finally blizzard was able to implement a rejoin feature in Heroes of the Storm!!! http://www.heroesofthestorm.com/en-us/news/14227686#User_Interface
We can expect the same feature to be moved on the SC2 engine soon (tm)
That's... optimistic of you.

Oh yes, I forgot... when the new armor formula feature came out I tought the same. It was totally useless for SC2, except for the arcade obviously.
