I think what Blizzard meant would be that the very good (Exceptional) maps could be charged for lets say, a small fee, and they might either Do a huge improvement to the map / Give suggestions and certain technical or modding help that Blizzard specializes in / Think of hiring that person to continue the map just like what some Blizzard employees do for free, but I guess it'll just be a small fee and I wouldn't really mind as long as it's within my range of prices

Heres my only problem, I wouldnt pay for any multiplayer maps what so ever in starcraft 2, just because if a game is not int he top 5 you have a 2-5 minute wait as it is, Paid maps means LESS players in lobby, Not that any of those maps arent great.

Now if it was a single player MOD i would Defiantly pay for it, granted what its based on.

The best solution to this that I can think of without making the map entirely free is to use the F2P system - i.e., withhold certain features of the map from "free" players and give those who pay extra access. If Blizzard makes some kind of donation system for maps instead of a simple price tag, this would be easy to implement. They would have to include a new function in the editor which would check and return the amount a person has donated.

Having smartphone is very important in this flaming conversation. Ever heard of Appstore? Angry Birds starts at appstore and now worth Billions. Appstore alone has contributed $3Billion+ to developers. Imagine everything is free, there will be no incentives to create quality apps/games. Developers will die hungry. Honestly I think we'll have to let the market decide, or if it's more constrained then let Blizzard decide. This is a very sensitive topic imo.
I'm all for paid maps; there are many Apple app store games that are MUCH worse than the maps we can play on bnet. BUT, those apps had to make their own art and sound. Not only that, they always have a single-player component (or most are single player).
For your map to be a paid map, I believe you'd have to accommodate a single player component OR be a multiplayer map with custom art. I mean if someone made an awesome and engrossing mini-campaign, but still set in SC2 with no custom art... yet everyone was raging how good it was etc... for sure I'd pay the $1.99 or w/e and go enjoy it.
Also, I do believe that having a smart phone will greatly broaden your knowledge on the subject. I knew nothing 2 years ago before I had my ipod/iphone... but once you have them you appreciate things and see new facets.
The other thing is that there isn't many 'big' entities working on maps because (as was said) there is no incentive other than "YAY PEOPLE ARE PLAYING MY MAP!". Take myself for instance: I've made something like 40 tutorial videos and tons of maps... all just because I love it, but if I could make maps that made money or be hired contractually to design maps... that'd be awesome.
It might also re-invigorate the mapping community. It's not secret the number of people here has dwindled. My own youtube channel has severely lost viewers since SC2's release.
Now i do still have An itouch and an Ipad, i use those quite often, I just hate phones, I only said that because hes a troll and we dont feed bridge trolls.
