I plan to move from EU to NA in the next few weeks/months, and was wondering about a few things concerning my BattleNet account and such:
Will I still be able to create/join a game with the maps I already have uploaded in EU?
Will I need to upload my maps again in NA? ...and can I upload them to EU servers as well?
Can I upload my maps in NA without a "you already uploaded that map in EU" kind of error?
Can my account be blocked/banned for some reason (new IP or something like that)? If so, what can I do to prevent this?
What about my SC2 friends list? Are they still able to chat with me, and join/be invited in a game I'm hosting? Can they invite me too?
I haven't read any official FAQ about this yet, I think I pretty much know the answers to these already but I'm not really sure about being banned or not...
You should be able to use your European account in America without problems. Do note, that you will be connecting to europe, so you may suffer latency issues.
To login to american SC2 servers, you'd need to sadly buy NA copy of SC2. I'm not sure about maps, but you should be fine uploading them under another name there.
Nothing happens to your account if you change location in RL... you'll need a different account for NA though (Well, not a whole bnet account i think, just a new copy of sc2). I think you should get an SEA version though, so that you get NA and SEA.
I doubt things transfer from one account to another though. You wont have your maps uploaded, league rank, achievements, friends and whatnot on the other account, but your old EU account shouldn't change.
This is why blizzard shouldn't have divided it up. You need to purchase another license for sc2 (I think). If your computer is in NA and you try to log in in the EU server- would it even be able to connect? Cuz the EU server only is only broadcast across EU, right? It might be slow or not even connect at all. Either way your probably going to need to fork over another 60 bucks. I'd probably call blizzard and ask them if it would still work.

Remember, Your EU account logs you into the EU servers. NA account, to the NA servers.
Both are different databases of uploaded maps, profiles, accounts , etc etc.
But to answer your questions specifically;
1. Using your EU account, Yes. Real life location is irrelevant on whichever account type you login with.
2. You would need a NA account to upload your maps to NA. Your maps on the EU server will remain so, and can be changed/modified through your EU account.

RealID chat is also region locked, i got a US WoW account with people in the US i added over RealID, but not the EU people, and the EU people i added on my sc2 account dont show up in WoW
Wouldn't it be laggy trying to connect from america into the EU server?
Not THAT laggy, unless you have a huge APM you probably won't notice. Bnets minimal latency is 125ms i think, and i get about 250-300 when connecting to US WoW. But then, the WoW client lets you perform actions in advance so you dont notice latency...
Actually, I'm aiming for Canada. My motivations are mostly for work, I'm not sure to stay for long yet but I sure hope so.
Anyway, yes, I assume it would lag a bit more. But I don't know if it's worth buying another copy just to get rid of it...
